Cloaking website means providing version of the webpage to the search engine and providing a different version of the same webpage to the visitors.
Some search engine optimization companies use cloaking to hide the techniques that they used to optimize the website from their competitors, they have spent money, time and effort in developing these techniques so they consider it secrets and try to hide it from others.
But search engines ignores that excuse and promises to ban any website that uses cloaking.
